Default Fast forward not possible with *.ts files|CVS 11.10. 00:17

Windows Version: Windows XP SP2
CPU Type: Intel Pentium 4 2.8GHz (Northwood)
Memory: 512 MB DDR
Motherboard: Asus P4P800 e deLuxe
Motherboard Chipset: Intel i865
Video Card: ATI 9600
Video Card Driver: Omega 2.6.61
Video Render Type: VMR9
Video Codec: Mpeg2dec
Audio Codec: MPEG2/AC3/DTS
TV Card: Twinhan DVB-S 1020A
TV Card Type: DVB
TV Card Driver: BDA 1.2.20
Satelite/CableTV Provider: Astra 19.2°E

Error description:
With a recorded TV Show (*.ts) fast forward and fast rewind is not possible. Pressing the fast forward button, the picture stays, regardless which speed. Continueing playing the Show jumps back to the start and beginns playing. The same with fast rewind.

This is not happening with movies in the mpg format, only with *.ts
