Reread step 2 again, it might be a little cryptic, but it should be like this:
xmltv.exe tv_grab_uk --configure
or
xmltv.exe tv_grab_uk_rt --configure [from new documentation]
Thats what sets up the grabber for the UK...
I'm in North America so we use:
xmltv.exe tv_grab_na_dd --configure
to setup for US/Canada.
This step sets up the configuration and creates a file tv_grab_uk.conf in the same directory.
