I've moved your post into a thread of it's own.

In this case the devcon failed message is probably because the device id is different to the one I set it up for. If the automatic installer fails then you will need to do it the old fashioned way, which is to update the driver from inside the device manager.

There is information on how to do this in the docs:

These installers may not work with all MCE IR devices, if that's the case then follow the old driver update instructions and use the ".inf" file that corresponds to your OS and CPU type. That is, use device manager to manually change the driver.

Under "Universal Serial Bus Controllers" find "eHome Infrared Receiver", right click it and select "Update Driver"
When prompted to use Windows Update select "No, not this time"

Choose "Don't search. I will choose the driver to install"
Select "Have Disk" and locate the driver folder (eg. "C:\Program Files\MCE Replacement Driver\")
Select the "MCE Infrared Remote Control"
From here you may be required to accept the unsigned driver, but apart from that it's all very straight forward.
