I assume that you want to receive DVB-T and use the analog video input for Foxtel?
It depends upon your definition of "poor quality signals". To get interruption-free viewing of DVB-T you always need good quality signals - there is no DVB-T card or set-top-box that can overcome the lack of a good steady (low error rate) signal.
I have this particular card and it works fine on DVB-T and FM radio. However, it doesn't like a signal that is too strong. I haven't tested how weak the signal can be before the image disappears, but I have discovered that a strong signal that my other DVB-T cards love, causes this card to loose the image and sound.
I haven't tried to use the analog video input (as you would want to do for your Foxtel), but since it is a software encoding input, then getting it to work may not be so easy? Contact DigitalNow for information on this feature - they may already have a solution for MediaPortal?
