There is not option to configure this plugin. You just modify the .pl file to point to the right ip address and then add it as a video source.
I have no idea how you can view rtsp on xbox otherwise, but let us know if you find something else.

Make sure your firewall is not blocking it, and make sure your tv server is set to stream on the right IP address.
Other than that I don't know what it could be. It seemed to work pretty easily for me.
