Are you running on windows server 2003 service pack 2 or 1?
Is it stable with all svn builds?
I was able to get everything working on xp using the same computer.
Well to be technical, i am running Windows Home Server ( WHS ) which is based on Server 2003 but is infact an OS of it's own.
I am running SP2 for WHS ( i don't think it's the same as SP2 for Server 2003 ).
As far as stability, i am running RC1 with weekly SVN 18951 and system is very stable. I will only update again when RC2 is released, and finally when final release comes out.

Do your tuner cards actually tune ? Do you see a progress bar ?
Maybe your cards do not work properly under a 2003 environment.

Apart from the tuning problem, is everything else working ? Can clients connect, watch videos, etc etc... ?

let me know

by the way... did you apply the DVB FIX ( patch ) ?

If not, see this : [Patch] Multi DVB Tuner Issue and channel-scan crash - Windows XP
It may help.
