I think you mean a 'Conditional Access Module' (CAM) and no the Hauppauge HVR-1300 does not provide this support.
If you wish to 'decrypt' scrambled channels you need to buy a card which has a 'Common Interface'.
Then you buy a 'CAM' for your subscription to work with your providers 'subscription card'.
