I have found that My TV runs smoothly without tearing if i do this:

file->change device->fullscreen, and change resolution to 720x576.

How do I make MP start with this setting?

Where are you getting this setting from within the setup application

Not setup. Mediaportal itself has file menu (when it's not fullscreen).
