Default Unable to render good quality TV capture

After few days I was able to set MP and started to see channels.
The problem is that I am having problems getting:
1. good quality rendering
2. Audio & Video are not sync

According to my investigation the first to blame is the use in MPEG2 software Encoding before the rendering.
The only workable Scenario was as follows:

My questions is:
Do I have to Encode the video streaming to MPEG2 under MP or can I watch the raw data ?
Alterantively, I would like to compress the stream to DV as follows but it does not seems to work :
