fixed Does Not Check if Windows Firewall is Running

During initial installation, deploytool will throw errors if Windows Firewall is disabled.

Thumbs up Wiki Manual Updated: Requirements Section

I encountered this error and eventually figured it out by doing an advanced install.
I added "Windows Firewall Service running during install" to the requirements in the wiki manual.
This will hopefully prevent a lot of frustration.
I only tested the issue for XP SP2 and not for Vista.
I assumed the issue applies to both OSs.

As you can read in my previous post, I fixed the issue in SVN not to force users have M$ firewall running...
