Can I use Microsoft Visual C# 2005 Express Edition to make plugins or would I have to have a full version of Visual Studio.

Yes you can use Express, works fine.

As far as I know you can not only build plugins but even MP itself with it.

can stuff like plugins be made with visual studio ?I have never done any thing with visual studio before
