Over here it worked with the SVN from friday 5th. Are you using RC2 as stated in your "System" or are you using a SVN version. It might have been fixed recently as far as I know...

I didn't check but I'm pretty sure it is enabled. Perhaps I need to set it to be "in home" and not "in plugins" first and foremost... I'll try that out tonight.
