TV Server scanning issues...

While scanning for channels, on the lnb where I got the 110 bird for DN pointed, I notice that when it gets to 13, 15, 17, and 19 transponder, that my signal level is max and quality is max but the scan returns a 'no signal' and moves to the next transponder. Is there any reason why its not loading these channels?

I already have my scan settings increased to avoid getting an unknown channel message, the following settings/values are set for scanning:
Tune: 3sec
PAT and CAT: 5sec
PMT: 30sec
SDT/VCT: 60sec
Analog: 20sec

I noticed that I had in the vacinity of about 100+ channels missing from my guide which I believe are due to a scanning issue when I compare it to my sub'd system. Can someone help me with proper scan values and LNB settings to get the MAX out of MP/Emunation? I'm using a v2 Disecq and the LNB settings I have a NA Bandstacked Ku-Hi (DBS).
