Video Card Driver: NVidia Forceware 84.26
Sound Card: C-Media 106

I have my PC connected to my LCD TV via a VGA connection, however I get horizontal flicker of movies / TV etc when there is fast movement, I have tried a few different codecs but they're all the same, I have also tried it using my laptop (ATI Radeon Express 300) and get exactly the same.

So I was wondering if there would be any difference in using a DVI to HDMI connection instead? I'm interested to hear if anyone else has had similar problems.

What refresh rate are you running your video card at?
The reason I ask is that you'll need to set your refresh rate to a multiple of 25 to get smooth horizontal panning -- however -- some tv's won't accept anything but 60 hz via vga (my parent's acer tv, for instance. even if you override the vga refresh rate the tv itself resamples the input to 60hz, resulting in terrible picture tearing). Switching to a dvi->hdmi cable can sometimes allow you to run 50hz (again, with my parent's acer tv, made a HUGE difference in the smoothness of the picture, since the hdmi port on the tv was made to accept 50hz input), but usually at the expense of exact pixel matching. It really depends on your tv which will end up with a better result!
