wrong characters when mapping keyboard keys

I am have trouble chnging the key mappings in the config program under General- Keys and sounds.

I need to change the mappings for certain actions but when I hit the key I want "]" it puts in a funny looking "y" with an apostophe over it.
It puts in other strange characters for other keys also but the main alphabet seems to work OK.

I have tried a different KB but same result.
I amusing version .2.3.0
Has anyone else seen this?
