Default Force video standard of card to PAL_B

Can I force the video standard of the capture card? The reason I ask is that I have connected my STB to composite inputs of my capture card (Toshiba TV Tuner which is oem'd by Avermedia and is probably model M038). The STB outputs PAL but the Toshiba Tuner is NTSC. When I capture through the Toshiba, the video and sound is all garbled. In GBPVR, I can force the video signal to PAL for the capture card and then the video and sound become normal.

I would like to use MediaPortal but I cant find any setting to force the video standard. It would be great if I can do something similar in TVServer. As it is, I have chosen the country but it has made no difference. Maybe I can force through a a field in the database if not through the UI.
