Default PCI (PCIe) A/V I/O cards?

So, I love my HTPC and watch most of our video through it. Our pre-amp is an old one and doesn't have a remote so it's a pain to change between inputs for Pay TV, HTPC, Wii etc.

As such, all audio and video goes into the TV and audio is outputted from TV to amplifiers.

One problem.... the TV is NOISY. Noticeable annoying static through the TV. One thing that I want to be able to do is turn my HTPC into a pre-amp so all A/V connections go into the HTPC and only one output to the TV and amplifiers.

However, I can't find any cards that offer this I/O capability unless a few cheap capture cards would do the trick.

How does, or can, Mediaportal handle multiple video inputs?

Advice or comments welcome to help me with my problem.
