Default would this method of live tv streaming work with mp?

Tools Needed :

Video LAN media player
A TV TUNER card

SETTING UP YOUR CRAP ON THE COMPUTER WITH THE TV TUNER

Download and Install Video LAN

1. Select File -> Open Capture Device
2. Under Video hit Refresh list and select your Capture Card
3. Under Audio hit Refresh list and select your Audio Card
4. Check the Stream Output box
5. Check off the play local box, MMSH, VIDEO Codec and AUDIO Codec.
6. Enter in which port you want to use. ( Ex. 5911, 6991 ) or whatever you want. ( make sure you forward the port ) - Be sure to write this down

7. Under the video codec drop down list, select WMV2 and put the bitrate to 512 ( the more higher the bitrate, the more better quality )
8. Under the audio codec drop down list, select MP3 and put the bitrate to 192 ( the more higher the bitrate, the more better quality )
9. In the encapsulation section, select "ASF"

Click okay to close the stream output option, where you'd return to the open window. Select "Advanced options" and under "Video input
frame rate" check off the Tuner Properties box.

Your window should look something like this.

Click OK to return to the open window.

Click OK once again, and another window should pop up.

You can now select what chanell you want to watch.

Once you finish entering your information, hit APPLY and you should be able to see your show in the window.

Now go to http://www.ipchicken.com/ and write down the numbers in blue

To Watch The Show From Another Computer :

Open up windows media player, and select OPEN on the top.

Enter in those numbers that were in blue, and then enter in the port number you used in this format :

http://12.34.56.789:1234

(replace 12.345.56.7 with the blue numbers and replace 1234 with the port number)

Once you're done, hit okay and you should see your tv show playing live.

If everything is done correctly, and you adjusted the video / audio bitrate to what you like, you should end up with video quality similar to this :
