IR Adapter with SIR, MIR & FIR-Mode, what does that mean?

I found this adapter:

Will I be able to program it for genarel TV, DVD... remote controls?
or they are using other IR mode?

you can't use IrDA adaptors for remote controls. I can't read much of that site you linked to, but the fact it mentions SIR etc means it is an IrDA connector.

Your best bet is to get an MCE controller. They are quite cheap and give you a LOT more as well (blasters, well designed remote and USB receiver).

The extra money will mean a lot less heartache and frustration trying to get a cheaper receiver working...
