Maybe it is a nitwit question,but which Window IDs may I use

I am thinking about developing a plugin for showing contact lists (address book function). Is there a free range of window id's or how are duplicate IDs avoided?

Right now there is no system AFIAK. So it is a bit free for all. So just pick an ID.
