Wrong transponder list 23.5E

The transponder list that gets downloaded for 23.5E astra 1D/3A is incorrect, the list of 19.2E Astra 1 gets downloaded.

Have updated this in svn 17982, so grab the first above that & test.

Eurobird 9 at 9°east isn't on the list but available from kingofsat.
