USB IR receiver + remote for WinXP SP3

I am attempting to build a media server for my brother using Media Portal 1.0.2. The machine is an old P4 machine that has WinXP Home SP3 installed. My problem is I can't seem to find a good recommendation for a USB IR receiver + remote combination. Any suggestions? A co-worker suggested buying the USB-UIRT (USB-UIRT Web Site) receiver and getting a learning remote. An alternative to this is to buy a Hauppauge 1600. Any suggestions?

Can be had on ebay for about $17USD incl postage anywhere in the world
