You have one IPTV tuner configured. It was being used by TV Server configuration (presumably you were testing with preview or manual control) at the time you attempted to use it from MP. Hence no free card. You can increase the number of IPTV tuners here:

Ok, I've increased card count to 2. Rebooted.

Channel which showed some errors - now hangs immediately after start. And MP is killed only by the second try in task manager.

Please check logs.

Same codec errors from before. I don't understand what is going on here. Please try to run filmerit and see if there are any errors reported:

I did scan, it found some errors, I fixed it with one click.

After it MP could not connect to database.

After its reboot - all channels were still green in TV Server configurator, but red in MP.

After windows restart MP says "no TV tuner".

Logs are attached.

When you tried to timeshift CTC as well it failed:

You've added the second tuner, but you didn't link the channels to that tuner. Please change:

Select tuner up the top.
Select all channels on the left.
Click ">".
Repeat for all tuners.
