Default Significance of PTS/DTS check

I ran the checker on a 1 minute TS file generated by TSReader on a dish network sat. It came up with a significant amount of PTS/DTS 'errors'. What is the significance of this check and why is it done? I have attached a screenshot of TSChecker and uploaded the exported XML file. Also in the XML file you will see several entries like this:
