I don't think the bitrate is the deciding factor in all the cases. The video I was playing is only ~8Mb/s however it wouldn't play smoothly on my old system where as Blue Earth (720p) would play fine and thats ~24Mb/s

I agree with PD that Via has some issues that would limit your HTPC. But as always, it is all in your requirements: if you want the server to be on 24/7 then there is no need to go to standby etc.
My guess would be that the VIA EPIA 1.0 Ghx is up to the job when used only as a tv server and with hardware encoding TV...
