Decreasing the buffer to 0.31s solved my problem !

You could use MPTagThat.
Simply browse to a folder mark all the files, which should become part of the playlist and select "Save as Playlist" from the right-click menu.
The problem is in your Question 2.
It depends on how you want to use the playlist.
If you stiore it in the same folder as the file (i.e. a Playlist for an Album)...

I just re-imported most of my music, and for some reason, I had missing Artist data for some albums. The Album Artist fields however, where there, so I got everything displayed correctly in MediaPortal, but the embedded covers didn't show at all. I added the Artist data, and now the covers show up in MePo.

Make sure the Artist and Album Artist tags are 100% identical on all tracks for every album of that artist, than update your music database. It's case sensitive and any extra space character will matter too. If your troublesome artists' albums has collaborations on some tracks, it's better you use the Album Artist tag to sort the list...
