A quick update.
I did a bit of Googling.
Older Hauppauge cards seem to have trouble with 4GB+ of RAM in 64-bit Vista and Win7.
I simply went start > msconfig > Boot tab > Windows 7 (Advanced Options) > Set Maximum Memory to 3800.
I can now start and stop TVServer as much as I want. No distortion occurs. Hooray.

Nevermind, issue fixed. I had to go change my resolution in CCC to 1080p24, then readjust my overscan value, then back to 1080p60 and adjust that one, separately. All working now, though I have no idea why it broke itself.

I looked at that again, but the first not descrambling recording logged a 65 level and 65 quality, the one before logged a 0/0 while that one recorded just fine, but that was on a non descrambled recording.

Yep looks like it. Don't know if that Manfreds fix in core.dll is in RC2 that fixes problems for someone in above thread, but at least that core.dll was incompatible with RC2 build (crashed) so wasn't able to test that. Guess i'll have to call this an unfortunate effect on default functionality, until (or if) there will be a solution.
