If I'm correct, there's also a TAPI implementation in this program. It's freeware and can be distributed freely. It's written in Delphi, SC is available, it has a .com interface, if I'm correct, so it might be easy to integrate it as a plugin.

With this change, I was able to load my Russian, Ukrainian and (of course) English tags into music database correctly, was also able to display them (with some skin tweaking)
