I tried putting back NVidia drivers same crash as before.
I went through a fresh Windows 10 install and the problem is gone it seems.
Looks like my Windows was crapping up really.
Admittedly I changed motherboard, CPU and RAM in January and was surprised Windows 10 survived that in the first place.

For the purpose you describe, 1080p, the radeon should be more than sufficient. Coming from an AMD card the benefit seems pretty small.

my issue was, that I can not change the settings for overscan in the ati panel. This is still not possible and I don't know why. Luckily 4Fred gave me the hint to check the settings of the plasma. No the screen is shown as it should. Nevertheless, the overscan setting can't be changed in the CCC.

This setting is set on 50 by default.. Increase it to 100 makes a huge difference..

I was about to comment that I tried eveything suggested here, with no luck, and that remaining fact was that enabling graphs stopped tearing. This morning I tried latest dshowhelper .676(available yesterday evening?) and all was fine. 24p worked nicely. Very Nice., so Thank You @Owlsroost
