Kodi needs a plugin to communicate with tvserver.
Since something has changed with the plugin structure in TVServer 3.5, we have to wait.
I was waiting for that, cause Tv interface in MP2 is still rough and nearly unuseable (IMHO), and TvServer 3.5 has very good new features.
Tv Cards are the weakest pc computer parts, at least from my experience. I've managed to damage at least 3-4 of them.
Last week one of my (two) dvb-t usb tv tuners died (is not recognized anymore).

Tried your new files (only analog FM radio).
My tv card is a Pinnacle 3010ix (Philips SAA7162) with software encoder (ATI) on Win10.
First channel takes 11-12 secs.
After first channel, channel switching takes 6-7 secs.
Had a look at your .ts files on my samsung smart tv, that has a perfect pal deinterlacer and switches automatically to the right frame rate, and definetely it's an encoder (or better, not a decoder) problem.

How do you see tv using hauppauge software that comes with hvr-1100?
It could be useful to know the parameters of the software encoder used by HVR-1100 (frame rate, bitrate, BFF/TFF).
If you record 1 minute of tv, what MediaInfo says of that (.mpg-.ts) file?
It really seems to me an encoder-decoder mismatch.
I think if you can post somewhere a few secs of a .ts recorded with the HVR-1100, we can try to understand where the problem is.
Also could be a BFF/TFF problem. Have you tried lav video decoders?
Seems like ghosting/deinterlacing artifacts. pal tv is critical if you don't have a modern graphics card and a 50 hz monitor. You will never have the same quality of a real pal tv, if you don't have the right hardware.
