Same here. Windows first did some update which broke 416.94. Installing 417.35 on top of it fixed it.
Could it be that it works for some skins and not others?

Looks to me like...
I was just testing without Power Scheduler activated and it still would not go to sleep. That means the TV server itself is indeed requesting...
That should not prevent the computer to go to sleep though since "Do not put the computer to sleep while grabbing EPG" is not set.

After years of running my single sit MP1 24/7 I decided to save myself some money and make sure it goes to sleep whenever it needs to.

For years I've been using an earlier version of that Cine S2 V7 from Digital Devices and it has always served me well.
Unfortunately I had a (too) quick look in the logs and could not pinpoint the issue.
