0002748: Remove ATI flickering hack (1 Viewer)

As topic says... remove the ATI related flickering hack (copy video surface to texture inside EVR / VMR9 - dshowheper.dll)

reasoning:

- Doesn't cure all the flickering (there are still setups that are affecthed by the flickering)
- Catalyst 10.2 driver version seems to improve the rendering quality alot (no flickering in many setups)
- Lower end GPUs are unable to play 1080p/i material (hack causes huge memory bandwidth requirement increase)
- No need to punish Nvidia card owners

The removal of the flicker hack causes for me that I always get a black picture in full screen mode during video playback in MyVideo and while watching SD-TV. HDTV runs fine. Tested with two setups with ATI GPU.

I made a log maybe that help the developers. SVN 25147 runs fine.
