0003137: Expand useExtendedCharsWithStandardCulture debug option (1 Viewer)

Right now, it's a "yes"/"no" option. On or off. For on, number of characters used is 1536 - hardcoded. For off, number of characters in string file is used.

Add the possibility to set useExtendedCharsWithStandardCulture to number of characters used. So it will work with yes/no and 127 < number_of_characters < 1537.
