I am not sure if this can be classified as a bug, but MP have this problem too.
I have 1px border around video in MP and it seems to be a problem of VMR9/EVR renderer used in MP, and it only happend when video needs to be resized a lot.
It is hard to explain this, but it looks like upper and lower lines are swithed in video (just look on screenshot)
The same problem i have in MPC-HC player, but if i chanche renderer surface to 3D, the border are gone!
