There is VolumeLogic - http://www.volumelogic.com/
However, this has no affect on MediaPortal as Windows Media Player doesn't actually open as an application, therefore, VolumeLogic doesn't kick in.
I use VolumeLogic by using the WinAmp plugin within MP. Works well on an audio basis. The WinAmp / MP bit isn't perfect though. I would rather use Windows Media Player as the engine in MP but my mp3s have such a wide variation in quality that something like VolumeLogic was necessary.

First off: there are some issues with the latest Mediaportal (32bits vs 64bits), so that is one of the issues you're stumbling with.
If you take the previous version (1.31) it should work as expected.
