This patches add UTF8 BOM headers to Mediaportal and tvserver log files
and add bom check to mptail to support non english characters in all mp log files.
Upd: added BOM header for Tvserver log rotation

good patch,i think this patch is need to add,some software like windows live mail,windows mail
is not unicode ,system want to setup areacode to make it work .
