Isn't the PSU fan sucking air? This is a different story compared to a tower case.
By having multiple fans at the same level of height, on different locations trying to pull air out of a case, is not an ideal solution I guess. You will have better results (airflow) by clearly pulling air on one side and pushing on the other.
