When i set windows resolution to 1600x900 i have a black border the same width around the whole tv screen. The next resolution step is 1920X1080 which is too big vertically.

Can mediaportal resize my screen or do i need to manually adjust it through my tv settings. Tv is a 46" Sony Vega Rear Projection, its 3 years old, Using HDMI from my HTPC.

Yes, you can do this from within MP (settings->general) or often in windows (overscan).
