Being in the UK, i don't know a lot about this. But from what i have read, i don't think it is something you are going to see on an open source project in the foreseeable future. Hardware is scarce (only heard of ATI equipment available to the public) and there is probably heavy licensing for it too.
As far I can see it's more like a new way of securing pay tv. What is done right now with smartcards will be done in the future with cable card. It's the next step for cable companies for controlling their customers becouse it's a two-way system. So the cable company can see wich channel your watching, the settopbox you're using, e.d.
I think they will close the system as much as possible avoiding things like card sharing. This is really a sad thing for HTPC owners. They will be forced to use a "certificied" settopbox.

The problem with MP 1.32 was that the TV Server component was still 32-bit, even when you installed the 64-bit version of the MP client. MP 1.33 will have 32-bit and 64-bit versions of both the MP client and TV Server.

First off: there are some issues with the latest Mediaportal (32bits vs 64bits), so that is one of the issues you're stumbling with.
If you take the previous version (1.31) it should work as expected.
