can't ge tv serve config to run (1 Viewer)

hi i just in installed tge latest version (1.1.2) of media portal. I can connect to the SQL server and start the tv service but i ge a big long error when I try to run the tvserver config tool . UAC is turned off. please help. thanks. bunjiboy

the error log starts

Error: System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it ::1:31456

Is this familiar to anyone?

I'm getting the exact same error. This is on a clean install of windows xp and versions < 1.1 work fine
