cant install MediaPortal_Setup_1.0_RC1_Refesh (1 Viewer)

Hi im trying to install the rc1 refresh on my computor, nut when i unpackit it just gives me some bullshit about that the deploytool coudent initalize and some code 0x0000135.

Plz help me. (ps sorry if my english is bad i normaly dont write in english.)
