Well, it does correlate I think to the Frame Rate which you can set in the same menu. Do not worry, this is only the Frame Rate for the MP GUI, not for Movies etc. What is that set to for you?
By the way: How fast is it now? I remember in a previous version there was an issue that the GUI was re-drawn way to fast (depending on your system specs). It should now be "throttled" by the Frame Rate setting. Try pressing ! on your keyboard and have a look at the frame rates shown there.
it is set to 35 fps in the scroll settings window. But the scroll speed is not affected noticeably when the fps setting is changed.
I use the standard bluetwo skin with no modifications at all.
So how quick is to quick? If you set the scroll speed (Vertical) to 1 I have approx. 4 Seconds to read a full line of text. If set to 10 I have less than 1/2 Second. Is this the same with you? If yes, you would need to forward a feature request to change that range (e.g. have a range from 1 to 20 instead of 1 to 10 and 1 is giving you 10 seconds per line).
If yours is quicker, please post you system specs (incl. video card & driver details), then it would seem to be a bug.
4 seconds per line is not all wrong. The problem is that when the text start to move it gets hard to read from a distance. so the reading is somewhat slower. its no problem when viewed up close.
