[Configuration] Configuration option not to keep TV-Server (and MySQL) running in the background (1 Viewer)

Suggestion:
Add a configuration option to change the TV-Server (and MySQL also) start-up from "Automatic" to "On demand" and to stop these services automatically when MediaPortal for TV-Server Configuration is closed.

Current situation:
Singleseat users using MediaPortal TV functions only for occasional TV watching (on a PC used mostly for other purposes) are suffering from unnecessary delay on Windows® start-up and extra reserved resources because of these background services; on every start-up and all the time; even if they are not going to watch TV at all.

Also, TV-Server may need to be restarted in order to make it to detect the USB TV device that such user may like to connect just before starting watching TV. (Device is not present on Windows® start-up.)

Resolution:
If there would be an option to run TV-Server and MySQL only while MediaPortal is actually running, the MediaPortal installation will affect the computer performance only when it is actually used. The only drawback in singleseat use would be that the scheduled TV recordings will not work if MediaPortal (and therefore TV-Server) is not running. But they will not work anyway if the user like to unplug the TV received after closing the MediaPortal.
