Continuously getting AllCardsBusy error with Skystar2 - TV Tune problem? (1 Viewer)

I think TV-Server may have a tuning problem with my card. I am mostly getting AllCardsBusy errors when timeshifting starts on any channel. By using word 'mostly', I mean I have it work only a few times in tens of timeshift start trials.
I have tried the MPTvClient V1.2.5, nothing changes. Manually starting timeshifting by using TV-Server Configuration also gives the same error. All I can undestand from log is my card does not "tune lock".

I am using LNB setup with two satellites, one is at Level1AA, the other is at Level1AB.

I do not have any problems with other DVB TV software.
