I've already managed to make the home menu static and not scroll anymore (I can finally use my touchscreen!!!!) by adding support for a new 'noScroll' setting that can be added to the skin file to turn off the scrolling. You then just need to edit the skin file further to at least add the required number of buttons to show them all.</blockquote>
