[Rejected] DebugOptions useRTSP is broken (1 Viewer)

Hi!

Since you've added the own section for debugsettings. Debugsetting usertsp = false does not work anymore.

This happens due to the fact that the value false for usertsp gets always overwritten to true for multiseat setup.

Edit: this one was more broken than i thought. Patch updated.

i still think that my fix is better than gibman - as his fix does not work when you select the option for singleseat but you're using multiseat and you don't want to use rtsp.
