As you already know, you can use plugin for it

Because default mode based on aspect ratio will be not good choice for video with black bars (such as 16:9 inside 4:3 translation)

I had to set it to "Maintain display scaling". I think it was set to "Maintain Aspect Ratio", which added black bars to MediaPortal when playing videos that didn't conform to a strict 16:9 ratio, I suppose.

I've setup my HDHomeRun in MP1 as (4) IPTV cards rather than Atsc. I can see the (4) Atsc cards, but just have them disabled. Good you solved it. It’s indeed really strange as xaml always uses „.“ as decimal separator. There are also several other code lines in same file and other files, where the dot seems to make no trouble. It’s unclear why only this line causes issues.
