Changes:
* Telesystem Tirol is now called UPC Tirol
* Added a new frequency that transmits ORF2 HD
* Changed the order of the frequencies to the order an automatic scan would give

MP1 MP2 1.36 IP channels not adding to database when scanning DE

It's getting weirder..... If I remove all the IP cards in the TVServer setup and then add them back I can scan the M3u and tune the stations but if I rescan it on the same card it just keeps updating the 1 channel. My brain is melting.........
