[Remote] - Exclusive lock on USB device

    Summary:
    Exclusive Lock on USB Remote Control Devices, so they work with MediaPortal when it has no window focus.

    Description:
    I got a USB remote (Hama MCE) which had worked pretty good with the own MP remote config. There was just one downside: cannot use the remote when MediaPortal has no focus (because it's generally a HID).

    So I set up Eventghost (https://forum.team-mediaportal.com/...ol-without-focus-eventghost-81906/#post615702) and did some extensive work with it, but I still cant get it work that good as it has been working only with MP.

    I've seen there is a method to exclusively lock/reserve a USB device, which would be perfect. I guess in the future there coming more and more USB "HID" devices which all suffer from the "no focus" problem.
