What you need

any GFX card that can output 1920x1080p
What you do
Install ffdshow and start its Video Decoder Configuration (screenshots below)
1) Enabling multithreaded codec (not necessary anymore, leave on "libavcodec")
Enter "Codecs", the uppermost element of the left part, and make sure ffmpeg-mt, the multithreaded decoder, is set as decoder for Format H264/AVC.
2) Enabling the resize filter
Look for "Resize" in the left part and tick it. Use the following options in the right part.
Specify horizontal and vertical size
New Size 1920 1080
Resize Always
Process pixel aspect ratio internally
Keep original aspect ratio
3) Enabling Spline Luma Method
Enter the "Settings" Submenu of "Resize" on the left and choose Spline as Luma Method.
Voila!
Select ffdshow (the one without DXVA) as video decoder in MediaPortal. Enjoy.
I always thought "Why resize 720p, it's highdef as it is!" Well it is not, once you have seen what the resize filter can do. From this point on I never got what the DXVA buzz was about, unless you have a lowtec system and depend on hardware acceleration.
